Stephen Eiken

Senior Research Leader, Analytic Consulting and Research Services

Mr. Eiken has managed data analysis and program implementation projects for Federal and State governments since 1999, with a focus on long-term services and supports (LTSS). Current or recent responsibilities include:

  • Program design and implementation consultant to State agencies managing home and community-based services (HCBS)
  • Lead author of annual reports of Medicaid LTSS expenditures and expert on Medicaid LTSS data
  • Developer of the HCBS Taxonomy, a standard classification of Medicaid 1915(c) Waiver and 1915(i) State Plan services
  • Lead author of comprehensive descriptions of State LTSS systems for all ages and diagnoses in three States
  • Evaluator of a State’s Aging and Disability Resource Center initiative to improve information and referral
  • Author of more than 50 reports identifying promising practices in HCBS with topics including rebalancing, money follows the person, comprehensive LTSS systems reform, and services for people with autism spectrum disorder

Mr. Eiken has an MA in public affairs from the University of Minnesota and a BA in political science from Truman State University.
